HayPost is the official postal service of Armenia, serving the needs of its customers since the beginning of the last century.
In Armenia the realization of postal communication began in 1849, and since 1870 it represents an organization, which by means of its branches offers all kinds of postal communication (letters, cards, parcels, telegrams, newspapers and magazines) to the public, enterprises and organizations. The basis of the organization of postal communication, before the USSR collapse, was the single postal system of the Soviet Union. Postal correspondence with foreign countries was carried out only through Moscow international postal office. Armenia had no admission to the international postal network.
The postal service as the socio - economic infrastructure of the country is one of the basic stimulus of economic revival and the economic revival in its turn demands development of modern communication systems means. One of the most important problems of Armenia was the integration of the Armenian postal network with international one, which gave an opportunity to establish postal communication with different countries all over the world. For realization of this in 1992 postal administration of Armenia became a member of the World Postal Union. After separation of the E-communications branch from the postal in 1994, "Haypost" SCJSC became the operator of internal and international postal communication by the decree N28 dated 04.08.1994 of Ministry of Communications of RA.
"Haypost" SCJSC carries out functions of operator by means of 3370 employees working at 10 head postal offices (closed joint-stock companies, with 42 branches), 913 postal offices, which are established in various settlements of RA, 89 of those are placed in 12 communities of Yerevan. At the present time, direct and transit postal communication is established with the countries of the CIS and 27 foreign countries. The circle of activities of postal communication gradually extends by means of postal cards, letters, parcels, postal cargoes, "M" packages, express postal services, remittances which are carried out by usual, custom-made way or with the value estimation of the mailed item, depending on conditions of its reception, processing, sending and delivery. At the same time the quantity of remittance services increased, the sum grows also. Remittances with 21 countries of the world are carried out. Works on introduction of e-mail are conducted also. Besides the basic functions postal also carries out additional and nonconventional services such as payment of pensions and grants, reception of payments for the electricity, water, municipal services, gas, phone. There are also payments of family grants for about 230 thousand families the sum of which makes 1.900 million drams. Only in the Yerevan city for the phone it is raised from 120 up to 130 million drams per month, and for long-distance calls - from 300 up to 305 million drams.
At present the following works on perspective development of the postal services should be carried out:
express mail expansion,
electronic and hybrid mail,
creation of mail - bank,
computerization, for creation of uniform system of communication between postal offices,
postal network modernization and improvement of technological processes,
creation of new direct and transit international postal ways,
safety and reliability of mail items.
The necessity of paying attention to the process of productive division of the staff should also be taken to the consideration. It is important to enhance the responsibility of the educational center management on the question of improvement of postal service workers' professional skill, having studied teaching structure and having filled it up with qualified personnel. |
