Business Component: Northwest Mountain Region, Airports Division, Seattle Airports District Office

Sample of Duties: Serves as a project manager for engineering matters related to airport development under the Airport Improvement Program in the Airports Division, Seattle Airports District Office.

Major Duties:
Serves as a project manager for engineering matters related to airport development under the Airport Improvement Program in the Airports Division, Seattle Airports District Office. The incumbent is the primary point of contact with the public for airport programs in an assigned geographic area for the Airports District Office. Provides professional services in airport engineering, environment, planning & programming. These duties will be done with an increasing level of independence and complexity at the higher grade levels.

Qualifications Required:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

How you will be Evaluated:
All applicants will be rated on the extent and quality of experience, education and training relevant to the duties of the positions. An automated score is administered based on the on-line application process used. All answers provided in the on-line process must be substantiated.

Knowledges, Skills, Abilities:
1. Knowledge of and background in civil engineering in the transportation industry. Describe your education and experience that demonstrates a working knowledge of transportation engineering principles, construction techniques and materials as they relate to airport design and construction and/or the transportation industry.
2. Knowledge of FAA engineering, airport design standards, NEPA, planning and construction standards. Describe your education and experience that has provided you with a working knowledge of the various elements comprising the air transportation industry, in order to integrate them with Agency objectives and work activities, such as FAA, airlines, airport sponsors, planning agencies responsible for airport related planning, consultants engaged in airport planning, engineering and design.
3. Ability to plan, organize, direct and coordinate work. Describe your work experience that demonstrates project management experience, which would include setting goals and determining resources required to perform your work, the complexity and coordination of multiple work activities, and experience in providing direction to others.
4. Ability to communicate effectively. Describe your experience preparing and communicating information to various audiences.
5. Ability to identify and collect relevant data, compile and analyze data and make sound decisions and/or recommendations.
6. Ability to work cooperatively and productively as a member of a team consisting of a diverse groups of individuals.

Other Information:
Specialized Experience: In addition to the basic requirements, candidates for the H and I bands must possess at least 52 weeks of professional civil engineering experience related to the work of this position. This experience must have been at a level of difficulty comparable to the next lower grade in the Federal Service: for Pay Band H, it would be GS/FG-5/7/9 or FV-G level work applying basic knowledge of civil engineering and planning principles, theories, and concepts; for Pay Band I, it would be GS/FG-10/11/12 or FV-H level work applying experience and detailed knowledge of civil engineering and planning principles, theories and concepts and performing some leadership functions for small projects and programs. All qualifications must be met by the closing date of this announcement.

Salary above includes a 19.75% locality adjustment for the random, WA area.
