The following County departments seek qualified candidates to fill
current and anticipated positions Countywide:
Flood Control Department
TLMA - Building and Safety Department
TLMA - Transportation Department
Waste Management Department
This is the fully qualified working level in the registered civil engineering
series. This work is characterized by the requirement for independently
performing the full scope of public works engineering or providing technical
direction and guidance to a small team of professional and sub-professional
personnel, with full responsibility for any combination of design, planning,
specification writing, plan review, or inspection necessary for the completion
of projects. It is distinguished from the class of Assistant Civil Engineer in
that the lower class works under closer supervision. Incumbents of positions
in this class may act for a Senior Civil Engineer in absences or as assigned.
Examples Of Duties:
Assigns work, gives instructions, and resolves difficult engineering and
administrative problems in connection with directing the work involved in the
planning, design, and construction of highway, sanitary landfill, flood
control and drainage structures, or review and approval of structural or
grading plans.
Directs the activities of a group of office engineering personnel in
analyzing field data, preparing plans, profiles, maps, and related drawings
necessary for construction work.
Makes or reviews stress analyses of structures such as bridges and
hydraulic structures; makes structural engineering analysis of proposed
commercial, industrial, and complex buildings and structures.
Reviews grading, building, and structure plans for conformity to uniform
building codes, local ordinances, state regulations, and administrative
policy.
Assists and advises permit applicants in engineering and technical
structural or grading problems; assists and participates in the in-service
training programs of building inspectors and engineering technicians relative
to grading and structural inspections.
Supervises the preparation of structural drawings; prepares specifications
and related contract documents to be used in advertising construction projects
for bids.
Provides technical information to officials of other governmental
jurisdictions, other engineers and the public.
Works with public utility companies in matters of facility relocation and
right-of-way.
Supervises the maintenance of the necessary records pertaining to survey
and construction progress, job expenditures, budget programs, and work order
balances; supervises the preparation of requests for change orders.
Supervises the preparation of progress pay and final estimates on
contracts.

Salary: $32.50 - $42.40 hourly
$2,600.02 - $3,392.15 biweekly
$5,633.37 - $7,349.66 monthly
$67,600.42 - $88,195.95 annually
Requirements
Experience: Two years of professional civil engineering experience including
one year of experience in the planning, design, and construction of highways,
sanitary landfills, or flood control projects, or review and approval of
grading or structural plans for permit issuance, or performing water quality
control and water resources planning and investigation.
License/Certificate: Possession of a valid certificate of registration as a
Civil Engineer issued by the California State Board of Registration for
Professional Engineers.
Knowledge of: The fundamentals of civil engineering; mathematics and physics
as applied to engineering; construction survey, stress analysis, hydraulic
design, topographic mapping, analytical mechanics, and strength, properties,
and uses of construction materials; accepted practices of grading and
structural plan review and approval; general methods and procedures of
describing real property.
Ability to: Direct the work of subordinate engineering personnel; design a
variety of public works projects with skill and accuracy; make difficult
mathematical computations and keep neat and accurate field notes; review and
approve grading and structural plans; make accurate drawings and maps, and
prepare technical reports; maintain cooperative working relationships with
others.
