The following County departments seek qualified candidates to fill current and anticipated positions Countywide:
 
  • Flood Control Department
  • TLMA - Building and Safety Department
  • TLMA - Transportation Department
  • Waste Management Department

    Under direction, to plan, organize, and direct the work of an engineering design or planning team, or a section or organizational unit of a department; to coordinate the work of the unit with that of other units, sections, or agencies; to supervise, review, and perform highly complex engineering work; and to do other work as required.

    This class is characterized by registration as a Civil Engineer by the California State Board of Registration for Professional Engineers, and the assignment of complete responsibility for a specific unit or team engaged in engineering activities. The duties assigned to positions in this class require not only a high degree of technical engineering proficiency, but also ability to plan the work, select, direct, supervise, train, direct talents, and evaluate assigned staff.

    Examples Of Duties: DEPENDING ON THE AREA OF ASSIGNMENT, DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO THE FOLLOWING:

     
  • Plans, organizes, directs, and reviews the work of a unit engaged in a major phase of public works engineering; determines priorities for assigned projects.
     
  • Supervises engineers and technicians or directly undertakes the design and preparation of drawings, specifications, estimates, and contract documents in connection with the construction or maintenance of a wide variety of engineering projects including access roads, remediation projects, sanitary landfill sites expansions, closures, and other improvements of landfill units.

     
  • Prepares and defends contaminant plume and compliance reports to various regulatory agencies.
     
  • Oversees design, construction and surveying of levees, channels, or drainage structures; reviews, evaluates, recommends, and/or approves proposals involving public works projects.
     
  • Personally works on the more difficult engineering designs, plans, and profiles; writes specifications for unique or special aspects of work being performed; makes engineering analysis of proposed buildings and structures.
     
  • Reviews grading, building, and structure plans for conformity to uniform building codes, local ordinances, applicable state and federal regulations, and administrative policy.
     
  • Directs the inspection of contract or other construction work and enforces conformity to plans and specifications and to construction standards.
     
  • Prepares and administers major construction projects, traffic control plans at the construction projects, and enforces safety compliance, oversees regulatory compliance programs such as groundwater and landfill gas monitoring, NPDES compliance, leachate and condensate management, gas to energy projects.
     
  • Directs field changes on construction projects within the limits of the design and cost restrictions; administers assigned budgets, prepares budget requests, and controls expenditures.
     
  • Directs and supervises the research, development, and preparation of long-range plans; directs, coordinates, and supervises a variety of engineering services; Represents the department before other agencies and the public.
     
  • Perform, or direct geologic, geotechnical and other engineering investigations by outside consultants.

    Salary: $37.13 - $48.45 hourly
    $2,970.35 - $3,876.17 biweekly
    $6,435.76 - $8,398.36 monthly
    $77,229.15 - $100,780.37 annually

     

  • Requirements
    License/Certificate: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.

    Experience: Four years of professional engineering exerience which includes two years of experience in one of the following areas: 1) performing air or groundwater pollution remediation; 2) traffic engineering; 3) the planning, design, and construction of highway, sanitary landfill, or flood control projects; 3) the review and approval of grading or structural plans for permit issuance.

    Knowledge of: The principles and practices of engineering especially as they apply to traffic, transportation planning, sanitary landfill, highway, flood control, or water conservation construction and maintenance; engineering mathematics; the characteristics and behavior of various construction materials; environmental monitoring and installation of gas extraction systems at sanitary landfills; state and federal standards concerning public works design and construction; engineering economics; the principles and techniques of engineering administration, personnel management, and budgeting.

    Ability to: Plan, organize, and direct the work of an engineering unit; lay out and supervise the work of professional engineers; perform or review difficult engineering calculations; prepare or direct the preparation of complex plans and specifications, and comprehensive technical reports; perform difficult technical research, to analyze situations accurately, and adopt effective courses of action; review, evaluate, recommend, and/or approve proposals and plans of public works projects; establish and maintain cooperative working relationships with others.
