Engineering Technical Services Manager for American Water

Reporting to the Director of Engineering, this position manages a staff of engineering, technical and CAD professionals and is responsible for executing a diversified program of engineering design management, bidding, construction management, commissioning and turnover for water supply, water and wastewater treatment, storage and pumping facilities, and buried infrastructure.
Key Accountabilities:
• Prepare, or manage via third party consulting firms, the preparation of technical, bidding and contractual documents associated with delivery of assigned capital investment projects.
• Enforce scope and quality of work to achieve the intent of all Design Concepts and Company standards for capacity, performance, reliability, safety and regulatory compliance.
• Strategic and strong working relationships with engineering firms, materials and equipment vendors, and contractors.
• Serve as technical advisor for Company engineering and operational issues. Represent the Company in regulatory negotiations, professional conferences, and other matters of strategic interest.
• Assist business development function in pursuit of O&M, acquisitions, D/B/O contracts. Represent the Company in client relations, assist in preparing technical and cost proposals, and provide follow-up engineering services for successful proposals.

Skills:
Process, project and program management. Quantitative (e.g. analytical, technical, problem solving). Effective people management (e.g. planning, organizing, recruiting, controlling and leading individual staff and teams). Written and verbal communications (e.g. fluency in report writing and presentations). Interpersonal (e.g. persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting). Leadership presence (e.g. ability to deal effectively and maintain cooperative working relationships with Company senior management and other key stakeholders).

Knowledge:
Demonstrated knowledge of engineering design theory and practice, project management, construction and contract management, water resources, water/wastewater facilities and utility operations. Knowledge of current trends in water quality and treatment and other aspects of the regulated and non-regulated water and wastewater industry.
General understanding of US regulations (commercial and environmental), legislation and trends impacting the water and wastewater industry.
Sound business acumen and judgment.
Understanding of Company policies and management theories, practices, and trends.
