Position Summary
Assists the Director to develop supply/sale of bulk industrial gases (H2, O2, N2, carbon dioxide) for Valero refining operations. Develops Valero's knowledge base of key industrial gas technologies (air separation, PSA, VSA, synthesis gas, and other H2 technologies) and cost advantages for each. Writes and negotiates agreements for industrial gas supply and transportation. Develops successful relationships with suppliers. Develops and evaluates supplier requests for quotation. Develops make vs. buy case analyses for industrial gases. Analyzes project and supplier economics. Projects and analyzes costs for generation and purchase of industrial gases. Manages Valero's portfolio of industrial gas contracts. Develops H2 balances, and demand forecasts for H2, O2 and N2 for each refinery. Consults for the refineries on generation technologies and suppliers to optimize usage of industrial gases; optimizes refineries' management programs for IG supply. Tracks market and technical trends to optimize Valero's usage of industrial gases. Provides accounting and P&E group with short-term forecasts for pricing models. Coordinates quarterly reporting for SEC requirements. Tracks and reports Sarbanes Oxley requirements.

Requirements
Bachelor of Science degree in Engineering required. Degree in Chemical, Mechanical, or related engineering discipline required. MBA or equivalent industry experience preferred. Minimum ten years of experience in business development or equivalent commercial experience required. Strong knowledge of industrial gas industries and petroleum refining required. Processing plant experience a plus. Commercial skills (including total life cycle cost and project evaluation), contract law and negotiations required. Strong self-initiation and decision making skills. Ability to lead project teams to successful project development. Excellent verbal and written communication skills required. Strong interpersonal, influencing and conflict management skills required. Ability to interact diplomatically with a broad range of internal clients and external suppliers. Strong mathematical, financial, and technical reading skills necessary. Rigorous analytical skills and the ability to perform complex project economics required.
