The Slovak Post, State Enterprise (SP) was established on 1st January 1993 through splitting the Administration of Posts and Telecommunications into three state enterprises: the Slovak Post, the Slovak Telecommunications and the Postal Newspaper Service. The state enterprise run a business up to the end of 2001, on the basis of a rather letter date law no. 222/1946 of the Code on Posts and the connected government executive order no. 240/1949 of the Code by which the Postal Law was executed. From 1st January 2002, the SP, but also the other legal subjects undertaking in this branch, are governed by a new law on postal services no. 507/2001 C. The Law amended the position of postal operators in the postal service market and enabled them the activities under the same conditions. The purpose of the Law was to supplement the obsolete law and to harmonize the Slovak legislation environment with the requirements of the European Union and the UPU. The Law defines a significant term "Universal Postal Service". This is created by a set of the postal services which are being provided permanently for admissible prices, at uniform conditions and in the determined quality which are accessible to all users at access points. The postal service is defined by the Law as the posting and collection of postal items at a distribution centre, their transportation, delivery to the addressees and the system of payment.
The second important legislation standard by which the Slovak Post is governed is the Law no. 111/1990 C. on the State Enterprise. This establishes that the founder of a state enterprise is always the central body of the state administration, in the case of the SP this is the Ministry of Transport, Posts and Telecommunications of the SR.
The main activity of the Slovak Post is the postal operation (postal service) which comprises the posting, transportation and delivery of the letter-post, parcel-post and money order items in the nationwide network, with the number of 1,626 post offices (status to 31th December 2002). The side-show SP´s activity is the provision of services and sales products for contract partners (the third part services - commercial activities), as well as the other production activities (transport) or the nonproductive ones (accomodation services). In the service market which fall under the postal reserve, the SP has, on the valid law, the monopole position. This concerns particularly the address letter-post items and parcels up to 15 kgs. The price, however, is subject to a direct price regulation of the State. In the field of the parcel post up to 15 kgs, the SP has a dominant position in the market, as it controls approx. 85 % of the relevant market. Nevertheless, in spite of the postal reserve, there is also a competition. Several specialized courier services share 10 %, and the rest 5 % fall on the competition firms from the railways of the SR and enterprises of the Slovak Bus Transport
