1. Can auditors also do the upgrades from the audits?
As long as they are contractors holding a valid HVAC license and registered with Home Performance with Energy Star program.
2. Are there discounts or rebates available from the City if a seller does the upgrades required by the audit?

The City of Austin passed Ordinance No. 20081106-047 adding Chapters 6-7 to the City Code requiring all residential properties within the city limits, 10 years or older, who receive services from the Austin Electric Utility and that are on the market for sale to have an energy audit completed by a certified auditor prior to the property being sold and closed. For the purpose of the City’s Energy Efficiency Ordinance, only Building Performance Institute’s certified Building Analyst Professional or RESNET certified “Raters” will be recognized to perform energy audits for single family homes and multifamily properties.
