FETA’s vision is to provide reliable, integrated, safe and sustainable travel choices across the Forth for both strategic and local journeys, making optimum use of the Forth Crossings and other associated transport infrastructure
The Authority is responsible for the management, maintenance and operation of the Forth Road Bridge.
The Authority may develop, support and fund such schemes and measures including roadworks, traffic management and public transport services, which it considers appropriate to reduce road traffic congestion on the bridge or to encourage an increase in the use of public transport across the Firth of Forth.
In order to implement any schemes or measures to which paragraph 2 applies the Authority may enter into an agreement with any local transport authority, organisation, company or person they consider appropriate.
The Scottish Executive used powers contained in the Transport (Scotland) Act 2001 to replace the Forth Road Bridge Joint Board with the Forth Estuary Transport Authority (FETA).

With traffic volumes regularly exceeding 70,000 vehicles per day and long queues now a feature of peak time travel, FETA’s challenge is to reduce congestion on the bridge and encourage greater use of public transport options.

The Forth Estuary Transport Authority Order came into force on 1st April 2002 and the new joint board comprises the constituent local authorities as follows:

City of Edinburgh Council represented by 4 members
Fife Council represented by 4 members
Perth & Kinross Council represented by 1 member
West Lothian Council represented by 1 member

Under section 23 of the Freedom of Information (Scotland) Act 2002 each public authority must produce and maintain a publication scheme outlining: 

the classes of information that we publish or intend to publish in the future

The aim of this publication scheme is to explain what information the Forth Estuary Transport Authority makes available to the public, and wherever possible provide an easy method of accessing this information. The Authority has regard to the public interest in the information it holds. In preparing to meet its obligation under the Freedom of Information (Scotland) Act 2002, including the drawing up of this publication scheme, it has been mindful of the value of openness and transparency.
